衡邵丘陵区为湘省主要农业地区,由于本区现有水利措施不能满足作物需水要求,目前旱灾严重,影响本区农业发展,宜于及早解决灌溉问题,因而列为长江流域主要水利土壤改良区规划工作,由湖南省水利厅为主、长办配合共同进行。值此农业生产大跃进和水利建设高潮中,我办党委为了及早解决衡邵丘陵区旱灾威胁增加粮食产量,寻求该地区水利资源开发条件与规划利用方向,结合湘、资干支流枢纽对该区提出可能引水方案,本年1～2月间我室曾会同地质处及湖南省水利厅,组
