一个时期以来,许多同志论讨了用水平法计算长期计划提前完成时问的方法问题。《浙江统计》1984年第一期曾刊出吴汉忠同志所提的一个比较理想的公式。笔者在此谈谈自己的看法。一个算法的正确与否,度以是否符合客观事物的实际以及是否符合计算的目的为标准,解决本文讨论的问题的关键是要紧扣“长期计划提前完成时间(水平法)”的原意。为了叙述方便,不妨只就五年计划来说明。
For a period of time, many comrades discussed the method of calculating the method for the early completion of long-term plans using the horizontal method. In the first issue of Zhejiang Statistics in 1984, an ideal formula proposed by Comrade Wu Hanzhong was published. The author here talks about his own opinion. Whether an algorithm is correct or not depends on whether it is consistent with the reality of objective things and whether it meets the purpose of the calculation. The key to solving the problems discussed in this paper is to closely follow the original intention of the “long-term plan ahead of schedule (level method)”. For the sake of narrative convenience, it may be just a five-year plan.
