腐败是公务人员违法、谋取政府经济租金的活动。公务人员的自由裁量权加剧腐败,而他们的社会责任感和法纪惩处则起相反作用。腐败蔓延的“维克赛尔定律”说明了经济转型时期腐败程度加深和范围扩大的机理:每个部门的腐败恶化是其他部门腐败恶化的前提和条件。遏制腐败,重点突破优于全面进攻。
Corruption is the illegal activities of civil servants to seek government economic rent. Civil servants’ discretion aggravates corruption, and their sense of social responsibility and law enforcement penalties act in the opposite direction. The spread of corruption “Vicer Purcell’s Law ” illustrates the mechanism of deepening and expanding the scope of corruption in the period of economic restructuring: the deterioration of corruption in each department is the prerequisite and condition for the deterioration of corruption in other sectors. To curb corruption, key breakthroughs outweigh the overall offensive.
