作为计划对象的“城市一地区”的必要性由于世界市场的扩大和城市化的冲击,在发展中国家,传统的方法和社会正在解体。即使在最发达的工业国,公共服务施设也未能满足这些国家的人民在社会和文化方面的需要。这些国家的生产率提高很快,而它们对社会开发的投资的增长率比生产率更高。尽管如此,其生活质量却在日趋恶化,而且城市机能的缺陷已给经济带来了明显的损失。
Necessity of a “city-area” as a target for planning Due to the expansion of the world market and the impact of urbanization, traditional methods and society are being dissolved in developing countries. Even in the most advanced industrialized countries, public service delivery has failed to meet the social and cultural needs of the people in these countries. Productivity in these countries has increased rapidly, and their investment in social development has grown more than productivity. In spite of this, the quality of life is deteriorating day by day, and the defects of urban functions have brought obvious losses to the economy.
