当前中国经济运行进入新常态,我们亟须探求经济增长的新动力。发展思路的调整尤为关键,尤其是效率与公平的关系。此前我们对其认识存在一定偏差,这对经济发展造成不利影响。本文全面分析了公平促进效率的作用机制,及其对当前社会经济的意义。我们将公平概括为权利公平,具有静态和动态两类原则。借助于包含公平的效用函数,本文考察了公平促进合作的条件及其影响。交易成本这一关键概念,则使公平问题与经济分析实现了结合。这有助于我们理解制度的存在及其变迁中公平的作用。在此基础上,本文指出对中国经济问题的两个认识误区,进而指出了公平在当前改革中的核心位置,以及法制建设的重要意义。
At a time when China’s economic operation is entering a new normal, we urgently need to explore new impetus to economic growth. The adjustment of development ideas is particularly crucial, especially the relationship between efficiency and fairness. Earlier we knew there was a certain deviation, which adversely affected economic development. This article provides a comprehensive analysis of the role of fairness in promoting efficiency and its implications for the current social economy. We will be fair and fair as rights, with two principles of static and dynamic. With the inclusion of a fair utility function, this article examines the conditions and their effects of promoting equitable cooperation. The key concept of transaction costs brings together equity issues and economic analysis. This helps us to understand the existence of the system and the fair role it plays in its changes. On this basis, this article points out two misunderstandings about China’s economic problems, and then points out the core of fairness in the current reform and the significance of legal construction.
