1965年4月12日,针对美国侵越战争不断升级的趋势,中共中央发出了关于加强战备工作的指示。1965年9月18日召开的中央工作会议同意采取“以国防建设第一,加速三线建设,逐步改变工业布局”的措施。为了确保我国各类重要档案的安全,从1964年9月开始,中央领导曾多次指示要加强档案战备工作。周恩来总理亲自给中央某工业部门的负责同志打电话,要求立即采取措施把该系统的重要科研档案送到安全地带保管起来。国务院办公厅、中央档案馆等许多部门选择山区腹地建立后方档案库。地处沿海的各省市档案部门,也相继择地建立档案后库。上海按照党中央的指示精神和国家档案局部署,到1969年底,把全市9500余箱重要档案和国家一二级文物、珍贵图书等转移到地处安徽的后方档案库保管。如此大规模的重要档案转移,在上海档案工作历史上尚属首次。
On April 12, 1965, in response to the escalating trend of the U.S. invasion of aggression, the CPC Central Committee issued instructions on stepping up its combat readiness work. The Central Working Conference held on September 18, 1965 agreed to adopt the measure of “building defense first, accelerating the construction of the third line and gradually changing the industrial layout.” In order to ensure the security of all kinds of important archives in our country, from September 1964 onwards, the central leadership has repeatedly instructed to step up its file readiness preparations. Premier Zhou Enlai personally called the responsible comrades of an industrial department of the Central Government for immediate measures to take the important scientific research files of the system to safe custody. The State Council General Office, the Central Archives and many other departments choose the hinterland of the mountain to establish a rear archives. Located in the coastal provinces and cities archives departments, but also have chosen to set up files after the library. In accordance with the instructions of the Central Party Committee and the deployment of the State Archives Bureau, Shanghai transferred the over 9,500 important archives of the city and the national first-second class relics and precious books to the rear archives located in Anhui at the end of 1969. Such a large-scale transfer of important files is the first time in the history of file archives in Shanghai.
