公用电信网间互联互通工作作为电信监管的重要工作内容之一,也是衡 量我国电信业竞争是否充分有效的重要标志。近两年来,为了依法治理电信 市场、维护公平竞争、保证电信市场持续健康发展,国务院和信息产业部先后 在法律、经济、标准、技术手段等多方面加大了工作力度,出台了一系列的法 律、法规、标准等一系列文件,并着手建立了相关监管技术手段,从多方面为 互联互通的顺利开展提供了有利的保证。
As one of the important work contents of telecom regulation, public telecommunication network interconnection and interworking is also an important symbol to measure whether the competition in China’s telecommunications industry is fully and effectively validated. In the past two years, in order to govern the telecommunications market in accordance with the law, maintain fair competition and ensure the sustained and healthy development of the telecommunications market, the State Council and the Ministry of Information Industry have stepped up efforts in various aspects such as law, economy, standards and technical means and put forth a series of Laws and regulations, standards and a series of documents, and embarked on the establishment of relevant regulatory techniques, from many aspects for the smooth development of interoperability provided a favorable guarantee.
