项怀诚部长说,2002年深化“收支两条线”管理改革的总体要求是:部门的预算外收入全部纳入预算管理或财政专户管理,部门预算全面反映部门及所属各单位预算内外资金收支状况,收支不挂钩,支出要透明;合理核定各部门支出标准,财政部门按标准及时足额供给经费。按照这一要求,事业单位必须加强“收支统管”。
