由于资源的稀缺和组织管理能力的限制,对于任何组织来说项目选择都是一项重要和艰难的工作。传统的项目选择方法关注的仅仅是财务指标,这已经不能满足组织对于长期目标的追求。财务指标所衡量的,往往只代表战略绩效的某一部分的结果。本研究将平衡计分卡用于项目的选择中。这个工具可以将组织战略和具体的项目目标联系起来,可以帮助组织确定某一项目是否对组织战略有所贡献以及贡献的方面和大小。本文构建了一个基于 BSC 的项目选择和评估指标体系,讨论了指标衡量的工具,并对指标权重的确定做了简要的说明。
Project selection is an important and difficult task for any organization due to resource scarcity and organizational and organizational constraints. Traditional project selection methods focus only on financial indicators, which can no longer meet the organization’s pursuit of long-term goals. Measured by financial indicators, often only represent the results of a part of the strategic performance. This study uses a balanced scorecard for project selection. This tool links organizational strategy to specific project goals and helps organizations determine the extent to which an item contributes to and contributes to the organizational strategy. This paper constructs a BSC-based project selection and evaluation index system, discusses the tools for index measurement, and gives a brief description of the weight of the index.
