天津港第四港埠有限公司在多年创建学习型组织的实践中,不断总结经验,力求将机关各级管理人员的业绩和能力发挥到最大化和最优化。但与此同时,公司也发现在管理人员职责落实、考评和责任追溯等方面仍存在一定的真空区域,在对管理人员的管理、使用、奖惩上缺乏有效的评价和约束。针对这些问题,在机关管理人员中实行问责制,旨在进一步转变机关工作作风,提高管理绩效。
