干部工作民主程度,是指干部选拔、培养、使用和管理工作的开放、透明及群众参与状况。党的十一届三中全会以来,各地对扩大干部工作民主程度进行了积极的探索,取得了一些有益的经验。但改革开放的深入发展,特别是社会主义市场经济体制的建立,给干部工作的民主程度又提出了许多新的要求,迫切需要各级组织部门认真进行研究和解决。本文试就这一问题,谈一些个人看法。 一、扩大干部工作民主程度的必要性 党的组织路线是为党的政治路线服务的。现阶段,坚持党的政治路线,最重要的就是要坚持“一个中心、两个基本点”。干部工作要服从服务于党的政治路线,就必须“要选人民公认是坚持改革开放路线并有政绩的人”。(《邓小平文选》第3卷第380—381页)如何按照这一要求,来选准人,用好人,关键在于能否扩大干部工作的民主程度。因此,深刻认识扩大干部工作民主程度的必要性,对
The level of cadre’s work democracy refers to the openness, transparency and participation of the masses in selecting, training, using and managing cadres. Since the Third Plenary Session of the Eleventh Central Committee of the Party, all localities have made active explorations on expanding the level of democracy in the work of the cadres and have obtained some useful experiences. However, the deepening of the reform and opening up, especially the establishment of a socialist market economic system, has put forth many new requirements on the degree of democracy in the work of cadres. It is urgent that the organizational departments at all levels should conscientiously study and solve the problems. This article tries this question, talk about some personal opinion. I. The Necessity of Expanding the Democratization of Cadres Work The party’s organizational line serves the party’s political line. At this stage, the most important thing to uphold the party’s political line is to uphold “one center and two basic points.” In order to obey the political line serving the party, cadres must “choose the people they recognize as the people who uphold the line of reform and opening up and have achievements.” (Selected Works of Deng Xiaoping, Vol. 3, pp. 380-381) How to select the right people and make good use of people according to this requirement lies in whether we can expand the degree of democracy in the work of cadres.
