《建议》提出：今后15年我国的经济增长方式将由粗放型向集约型转变。这是现阶段我国经济发展的必然要求。实现经济增长转型关键要做到：合理调整经济结构、改善劳源配置发展适度规模经济、促进“产、学、研”联合推动企业技术改造和技术进步，实施科学管理。还要加快经济体制转变，建立有利于增长转型的企业经营机制和经济运行机制。
The “Proposal” proposes: China’s economic growth mode will shift from extensive mode to intensive mode in the next 15 years. This is an inevitable requirement for the economic development of our country at this stage. The key to achieving economic restructuring is to adjust the economic structure and improve the allocation of labor resources to moderate economies of scale, and to promote the joint efforts of “production, study and research” to promote the technological transformation and technological progress of enterprises and implement scientific management. We must also speed up the transformation of the economic system and establish a business operation mechanism and an economic operation mechanism conducive to growth and transformation.
