21世纪,人们面临着社会生活信息化和经济体系全球化的不断加速。外语,尤其是英语,在社会生活和国际交往中成为不可或缺的的重要工具。从某种意义上说,掌握了英语实际就意味着把握了参与和发展的机会。截至1998年,全国已有27个省,市,自治区,直辖市在不同地区不同程度上开设了小学英语课程。然而,小学英语教学还处于酝酿和探索阶段,教学上缺少宏观指导,更鲜有相关的教学理论的模式。一个比较普遍的现象是:随着语言学习的升级,学生对所学语言的兴趣逐步降低,对课堂活动的参与也越来越被动,英语教学开始远离交际目的。
In the 21st century, people are confronted with the accelerating informationization of social life and the globalization of the economic system. Foreign languages, especially English, have become an indispensable and important tool in social life and international exchanges. In a sense, mastery of the English language means mastery of opportunities for participation and development. As of 1998, 27 provinces, municipalities, autonomous regions and municipalities directly under the Central Government have opened primary school English courses to varying degrees in different regions. However, primary English teaching is still in the process of brewing and exploring. There is no macro-instruction in teaching and there are few relevant teaching theories. A common phenomenon is that with the upgrading of language learning, students’ interest in the language they learn gradually declines, their participation in classroom activities becomes more and more passive, and English teaching begins to be far away from the purpose of communication.
