美国:“EPAct 2005”法案与“20-in-10”政策在2005年8月8日由美国总统布什所颁布的能源政策法案(EPAct 2005)是美国近40年来范围最广泛、内容最丰富的能源政策。法案基本精神在于融合能源、经济和环境三大要素,具体表现在下列五大目标。一、促使能源多样化为了保护环境和巩固能源安全,美国尽量避免使用石油能源,而鼓励产业和家庭多多使用天然气,发电则鼓励采取净煤与核能技术,在交通工具燃料上主张以生物质燃料或其他替代动力来取代传统汽油。
