中国人民银行各分行、营业管理部,省会(首府)城市中心支行;国家外汇管理局各省、自治区、直辖市分局、外汇管理部,大连、青岛、宁波、厦门、深圳市分局,各国有独资商业银行、股份制商业银行:为保证已具有办理结售汇业务资格、但尚未获准开办人民币业务的外资银行办理结售汇。业务正常进行,规范外资银行的结售汇人民币账户管理,根据《外汇指定银行办理结汇、售汇业务管理暂行办法》(中国人民银行令[2002]第4号)、《人民币银行结算账户管理办法》(中国人民银行令[2003]第5号)和《外资银行结汇、售汇及付汇业务实施细则》(银发[1996]202号)等有关规定,现通知如下:
Branches of the People’s Bank of China, business management department, urban center branch of the capital city (capital city); SAFE branches of provinces, autonomous regions and municipalities directly under the Central Government, foreign exchange administration departments, Dalian, Qingdao, Ningbo, Xiamen, Shenzhen Branch, Joint-stock commercial banks: In order to ensure that they have qualifications for conducting foreign exchange settlement and sales business, foreign-funded banks that have not been allowed to start RMB business handle foreign exchange sales. The Bank conducted normal operation of the business and regulated the management of Renminbi accounts of foreign exchange settlement and sales of foreign banks. According to the Interim Measures for the Administration of Foreign Exchange-designated Banks on Settlement and Sale of Foreign Exchange (PBOC Order [2002] No. 4), the Administrative Measures on Renminbi Bank Settlement Accounts (No. [2003] of the People’s Bank of China No. 5) and the Detailed Rules for the Implementation of Settlement, Sale and Payment of Foreign Exchange Banks (Yin Fa [1996] No. 202) and other relevant provisions, the following is hereby notified:
