这是一篇很值得一读的调查报告。它至少带给我们这样几点启示:一、该项目国际资金技术援助仅有97.542万元,县配套资金24.1万元,而受益农户却达到2358户,直接扶持7059个农民实现就业,实现纯利润1110万元,平均每投入1037元就创造一个就业岗位。现在各地都有促进农村劳动力转移的资金。行唐县能做到的,其他县能做不到吗?应当说,行唐县的试点经验给我们带来了巨大的鼓舞和信心。二、行唐县的资金援助并不是无偿的,只是没有利息而已。而农民的还贷率却高达99.8%,实际上可以说是100%,因为未还贷的6户都有“天灾人祸”。现在各地开展的扶持就业再就业或创业的小额担保贷款在不少地方仍有重重困难,其中有两个重要原因:一是无利可图,觉得没有赚头;二是怕不还贷,出现呆帐,“赔了夫人又折兵”。看了行唐县的经验,不知有顾虑的人们该有何感想?就业是民生之本,就业是安国之策,就业是富民之源,就业是和谐之基。这四句话已是我国最深入人心、最流行的语言之一,但是要真正理解它,并付诸实践,看来还需要巨大的、艰苦的努力。但愿读者们能从这篇调查报告中得到更多的启示。
