电子政务正在向纵深发展,一些地区政府已开始应用财务管理软件理清各部门、各级单位财务状况,实现财务集中核算。例如,广西壮族自治区的一些市级政府部门,就在利用财务管理防堵财务漏洞方面尝到了甜头。目前广西贵港市覃塘管理区、港北区、港南区、平南县已在55个乡镇全面推开集中核算模式,共有1043个乡镇直属单位纳入统管,精简财会人员1125人,注销银行帐918个,新增固定资产1008万元,新增预算外资金专户存款941万元。本文着重介绍广西平南县的财务集中核算项目。平南县于2002年3月正式推行财务集中核算,目前在首批进入核算中心的36个核算单位中,已取消银行开户49个,集中资金2268万元,纠正违规资金50万元,增加预算外资金存款100万元。
E-government is developing in depth. Some regional governments have begun to apply financial management software to clarify the financial status of various departments and units at all levels and achieve centralized financial accounting. For example, some municipal government departments in Guangxi Zhuang Autonomous Region have tasted the importance of using financial management to prevent financial loopholes. At present, Qintang Management District, Gangbei District, Gangnan District and Pingnan County in Guigang City of Guangxi Province have all pushed for the centralized accounting mode in 55 towns and villages. This article focuses on financial centralized accounting projects in Pingnan County, Guangxi. Pingnan County formally implemented financial centralized accounting in March 2002. Among the 36 accounting units that have entered the first batch of accounting centers, 49 banks have been canceled, 22.68 million yuan have been collected and 500,000 yuan has been rectified, so as to increase the budget Foreign funds deposit 1000000 yuan.
