邵东县机关事业单位的养老保险制度改革于今年1月1日正式实施。改革之初面临单位种类多,性质复杂,管理方式多样化;用工形式多,非全民工占职工总数的比重大;改革牵涉到县、乡镇两级政府,体制难以理顺;财政比较困难,加之专业银行、信用社结算手段落后,基金收缴、拨付周期长,难度大等四个问题。
Shaodong organs and institutions pension system reform implemented on January 1 this year. At the beginning of the reform, there were many types of units, the nature was complex and diversified management style. There were many types of employment and non-full-time workers accounted for a large proportion of the total number of employees. The reform involved the county and township governments, which made the system difficult to be rationalized. Professional banks, the settlement means behind the credit cooperatives, the fund collection, disbursement cycle length, difficulty and other four issues.
