石油行业具有生产工艺复杂多变,生产装置大型化,过程连续化,原料及产品易燃易爆、有毒有害和易腐蚀等特点,加之有些石油企业周围往往是人口密集的居民,如果放松安全警惕后果不堪设想。而据有关资料表明,90%的安全事故是由人的不安全行为造成的,许多事故发生的原因,表面上看来是设备因素,但追究该设备的各个管理环节,一般都与人的因素有关,所以安全生产的重要性及其管理方式突显重要。
