国有企业改革是今年改革的重点。国务院在年初就实施国有企业职工再就业,完善企业兼并破产制度,促进国有企业改革和发展做了整体部署,并决定今年全国“优化资本结构”试点城市扩大到110个。在这110个城市的企业中,有80％与工商银行有着直接联系。然而工商银行在这一历史重任面前,如何运作,如何支持国有企业改革,既维护自己的权益,又发挥其经济杠杆作用,是值得研究的课题。本文就此做一粗浅探讨。
The reform of state-owned enterprises is the focus of this year’s reform. At the beginning of the year, the State Council implemented the overall deployment of the reemployment of employees of state-owned enterprises, improved the merger and bankruptcy system of enterprises, and promoted the reform and development of state-owned enterprises. It has also decided that the number of pilot cities for optimizing the capital structure this year will be expanded to 110. Of the 110 cities, 80% have a direct connection with ICBC. However, how ICBC operates in the face of this historical heavy responsibility, how to support the reform of state-owned enterprises, safeguard their own rights and interests, and exert their economic leverage are worth studying. This article makes a cursory exploration of this.
