古今中外的社会保障实践表明,社会保障中政府责任的合理界定是社会保障制度健康、可持续发展的前提和基础。面对中国实际,政府责任的合理定位至关重要,明晰政府责任是转型期确立我国新型社会保障制度的关键。本文在分析中国转型期社保改革中的政府责任的必要性,政府责任的现状、问题的基础上,提出转型期社会保障中的政府应承担的责任,从而勾勒出我国转型期社会保障中的政府责任框架。
The practice of social security at all times and in all countries shows that the reasonable definition of the government responsibility in social security is the precondition and foundation of the healthy and sustainable development of the social security system. In the face of China’s reality, the reasonable positioning of the government’s responsibility is of utmost importance. To clarify the responsibility of the government is the key to establishing China’s new social security system in the transition period. Based on the analysis of the necessity of government responsibility in the reform of social security in transitional China and the status and problems of government responsibility, this paper puts forward the responsibility of the government in the social security during the transition period, Responsibility framework.
