《物权法》是规范我国民事财产关系的基本法律,其在担保物权制度中的很多突破,比如拓宽了动产担保的范围、初步创建了浮动抵押制度、明确了动产抵押登记原则等,均与银行信贷的创新与发展有着密切的联系。从2007年10月1日起,《物权法》实施已经一年多了,在一年多的实践中,《物权法》究竟带来了哪些变化,机遇面前银行机构面临着怎样的问题和挑战?针对此,本栏目邀请了孝感市关注这一问题的各方代表:中国人民银行孝感市中心支行行长张绍基、孝感市政府法制办公室主任岳章桥、孝感市商业银行信贷部经理刘云清、建设银行孝感市分行公司部经理洪新局、孝感市检察院民事行政检察处处长倪建刚和孝感市中级人民法院执行局的宋艳华,对过去一年的实践情况进行总结,并就银行信贷中遇到的相关问题进行交流和沟通。
