非公有制林业是我国林业发展的一种新型的模式,是在土地公有也即国家和集体所有的基础上的土地使用权发生转移的林业的发展方式。非公有制林业的发展对我国森林资源的改观发挥了巨大作用,所以我们要注重发展非公有制林业,注重研究建立非公有制林业的理论基础,使其发挥更大的作用。
Non-public ownership forestry is a new pattern of forestry development in our country, and a development mode of forestry which transfers the land use right on the basis of land ownership, that is, state and collective ownership. The development of non-public ownership forestry has played a great role in the improvement of forest resources in our country. Therefore, we should pay attention to the development of non-public ownership forestry, pay attention to study the theoretical basis of establishing non-public ownership forestry and make it play a greater role.
