秭归县是国家扶贫开发工作重点县、三峡库区移民大县。全县国土面积2427平方公里,耕地35．8 万亩,素有“八山半水一分半田”之称。由于人多地少,二三产业不够发达,县内就业安置容量有限, 全县26万名劳动力中有18万人属于富余劳动力。近几年来,我县大力发展职业教育,共为全县培养经济建设及管理人才2万余人,培训转移农村剩余劳动力6万余人,为全县经济社会发展注入了新的活力, 得到了国务院扶贫办和省、市各级领导的充分肯定。
