辽宁林业的振兴，从环境与经济的发展、优化林业产业结构、壮大林业自身实力等方面，均需建立较完备的林业生态体系和较发达的林业产业体系．这样，要实现以荒山造林为主向提高整体绿化水平转变；由造林为主向加强经营、造管并重转变；由一般造林绿化向高产优质高效转变．据此，要重点建设５４４工程，建立产业门类和产品数量与森林多样性和丰富程度相称，以林产工业为龙头，科技为依托，效益为前提，能持续发展名有生命力和竞争力的林业两大体系．
