文章以新制度经济学理论为基础,通过揭示腐败链状现象,初步构建“腐前-腐中-腐后”反腐败制度链系统。认为,反腐败的制度建设,必然要求与之相关的制度协同跟进,制度链中某一环节缺失会严重制约反腐效率,甚至诱发新的腐败行为。因此,现阶段我国腐败的根源在于制度建设,提高反腐败成效的关键在于制度链的协同完善。
Based on the theory of new institutional economics, this essay tentatively constructs the system of anti-corruption system chain of “pre-corruption-corruption-corruption” by revealing the chain of corruption. He believes that the establishment of an anti-corruption system will inevitably require a synergistic follow-up with the relevant systems. The absence of a certain link in the system chain will seriously restrict the anti-corruption efficiency and even induce new corrupt practices. Therefore, at this stage, the root cause of corruption in our country is system construction, and the key to improving the anti-corruption effectiveness lies in the synergy and perfection of the system chain.
