近几年来.随着商品经济的发展,我市国民收入稳定增长,1988年国民收入生产额达到18623万元,比1987年增长9.8%,比1978年增长98.3%,平均每年增长7.1%. 但同时国民收入超额分配愈来愈严重,国民收入使用额大大高于国民收入生产额.是什么原因造成国民收入超额分配?带来的后果又将如何?
