中共河北省第六次代表大会以后,“跨越式发展”成了一个热点问题,在我所见到的文章、报告中,大部分是讲如何实现这个目标,以及实现这个目标需要做哪些准备工作即克服跨越的障碍。但是我认为,在讨论跨越式发展的问题时,应该首先了解或者说比较科学地确认什么是跨越式发展,然后才能研究如何实现跨越等重大现实问题。简单地讲,我不同意用跨越的方式即绕过对基本概念的理解来讨论跨越式
