第一章总则第一条为鼓励、引导、扶持民营科技事业的发展,保障民营科技企业的合法权益,调动科技人员的积极性,促进科技成果转化,充分发挥民营科技企业在科技进步和经济建设中的作用,根据国家有关法律、法规,结合自治区实际,制定本条例。第二条本条例所称民营科技企业,是指以科技人员为主,按照自筹资金、自愿组合、自主经营、自负盈亏的原则创办,以技术开发、技术转让、技术咨询、技术服务以及新产品的开发、生产、销售,新技术的引进、推广为主要业务的经济实体。

Article 2 The private scientific and technological enterprises referred to in these Regulations refer to those mainly scientific and technical personnel who are founded on the principle of self-financing, voluntary combination, self-management and self-financing. They are based on the principle of technology development, technology transfer, technical consultation, technical service and new Product development, production, marketing, introduction of new technologies, promotion of the main business of economic entities.
