随着科学技术的发展,世界出现了新的制约战争发生的因素如战争的成本大幅度增加、取胜难度越来越大、“红利”变小、战争产生的自我抑制作用加大等。世界进入信息社会后对资源的依赖减小,全球化使世界成为一个相互依存的整体,国家间的利益越来越联系在一起,因此,和平与发展将会成为未来世界发展的主旋律。但由于各类矛盾的客观存在,要实现真正意义上的“化剑为犁”要还有一个过程。
With the development of science and technology, there have been new factors that have confined the occurrence of war in the world. For example, the cost of the war has increased substantially, the difficulty of winning the war has become greater and greater, the dividend has become smaller and the self-restraint effect of the war intensified. As the world becomes less dependent on resources after it enters the information society, globalization has made the world an interdependent entity and its interests are increasingly linked. Therefore, peace and development will become the main theme for the future development of the world. However, due to the objective existence of all kinds of contradictions, it is still necessary to achieve a true sense of “turning the sword into a plow.”
