布什政府的上台为美国政府改革带来了新的变数。一些国外学者就“重塑政府”的命运展开讨论。这些讨论引出了两个重要问题 :“政治说辞”与“实质性改革”之间的关系 ;“重塑政府”与“新公共管理”两个范畴之间的关系。以解释这两对关系为基础 ,本文引入了“购物篮”、“不适当的构想”、“方案驱动式的问题”等概念以及“新公共管理并非改革唯一驱动力”的命题 ,意为当前对新公共管理研究的定位提供某些视角。
The Bush administration’s coming of power has brought new variables to the U.S. government reform. Some foreign scholars discuss the fate of “reshaping the government.” These discussions led to two important issues: the relationship between “political rhetoric” and “substantive reform” and the relationship between “reshaping government” and “new public administration.” To explain the relationship between the two pairs, this paper introduces the concepts of “shopping baskets”, “improper ideas” and “program driven issues”, and the proposition that “new public management is not the only driver of reform” Provide some perspectives on the positioning of new public management research.
