由中国社会科学院金融研究所主办的《2009创业板与中小企业投融资论坛》,因为恰逢深交所创业板上市并云集众多政府要员与业界权威而备受各方瞩目。会上,作为中国最著名的高科技企业孵化中心的代表,中关村管委会主任郭洪就《借助创业板市场,做强做大中关村企业》做了主题发言。发言中,他除了着重阐明资本市场对创新创业型企业的重要意义,更有创建性地提出,创新创业型企业往往需要持续创新,支持创新创业型企业的发展,更重要的是要建立一个支持企业从小到大的连续的金融服务机制,也就是一个动态的机制。唯有建立起这样一个机制,才能保证创新创业型企业的迅速做强做大。他认为,传统的对企业的划分,大多是根据企业的规模而划分为大企业和中小企业,这种划分方法更偏重于“静态”和“时点”概念,国家按照这种企业划分方法制订的支持政策已远远不能满足创新创业型企业的发展需求,现时,最科学有效的方法就是把企业划分为创新创业企业和成长性企业,在机制上给予这类企业以支持。郭洪先生的观点,或许就目前实施而言尚不够完全成熟,但它却表明了一种趋势,在创业板市场历经10年首推之际,为我们在传统企业类型的划分模式上提出了值得探讨的新思路。
