2000年3月2日，中共中央、国务院发出《关于进行农村税费改革试点工作的通知》（中发[2000]7号文）,决定进行农村税费改革试点。试点地区确定在安徽省全省。
On March 2, 2000, the Central Committee of the Communist Party of China and the State Council issued the Circular on Pilot Reform of Rural Taxes and Fees (Zhong Fa [2000] No. 7 Document), deciding to carry out experimental pilots for rural taxes and fees.
