更加注重提高自主创新能力、提高节能环保水平、提高经济整体结构和国际竞争力,是党的十七大提出的明确要求。有色金属工业是我省最具本土优势和特色的产业,资源品种多、储量大、发展基础好。但仅依靠价格拉动和增加产量的粗放式增长,产业的发展空间将十分有限,也始终摆脱不了“大而不强”的尴尬局面。因此,贯彻落实十七大精神,大力发展有色循环经济,建设具有国际竞争力的大集团,是提高我省有色工业可持续发展力和核心竞争力的当务之急。
Paying more attention to improving the capability of independent innovation, raising the level of energy conservation and environmental protection, and improving the overall economic structure and international competitiveness are the explicit demands put forward by the 17th CPC National Congress. Non-ferrous metal industry is the province with the most local advantages and characteristics of the industry, many varieties of resources, large reserves, good development foundation. However, depending on the extensive growth driven by the price and increasing output, the development space of the industry will be very limited, and the embarrassing situation of “big but not strong” will never be solved. Therefore, to implement the spirit of the 17th CPC National Congress, vigorously develop the non-ferrous recycling economy and build a large group with international competitiveness is the top priority for improving the sustainable development and core competitiveness of non-ferrous industries in our province.
