我国铁路作为国民经济的大动脉,长期以来实行高度集中的计划管理和政企合一体制。改革十四年来,铁道部作为行业的定价自主权,只限于杂费;铁路局作为企业,在定价方面基本上没有自主权。党的十四大明确提出,我国经济体制改革的目标是建立社会主义市场经济体制。这是对计划与市场关系问题认识上的一次大突破,也必将对我们进一步拓宽铁路运价改革思路产生巨大的推力。
As the main artery of the national economy, our country’s railways have for a long time put in place a highly centralized program management and a system of integrating government with enterprises. In the fourteen years of reform, the Ministry of Railways as the industry’s pricing autonomy is limited to incidental expenses; the railway bureau as a business basically has no autonomy in pricing. The 14th National Congress of the CPC made it clear that the goal of China’s economic restructuring is to establish a socialist market economy. This is a major breakthrough in the understanding of the relationship between planning and the market and will surely exert tremendous thrust on us to further broaden the railway tariff reform.
