那是2003年国庆节前夕,在厦大民盟总支的一次盟务活动时,我听到这个消息的——我校社会学系副主任胡荣教授的论文《经济发展与竞争性的村委会选举》获奖,而且还是美国前总统卡特为他颁的奖!为纪念《村委会组织法》正式颁布实施5周年,由民政部协调,卡特中心赞助,《中国人大新闻网》、《中国村民自治信息网》、《中国选举与治理网》和《中国农村研究网》联合主办了《村级选举与自治机制》有奖征文活动。活动于2003年3月1日开始,7月31日结束,共收到稿件:1057件。评委会由国内和美国的专家12人组成,对来稿实行匿名评审。经严格初审、复审,最后评出一等奖3篇,二等奖
That was the eve of the National Day of 2003.
