9月17日,奥巴马宣布美国放弃在东欧部署导弹防御系统的计划,转而重新设计和配置欧洲反导系统,以应对伊朗导弹的潜在威胁。作为对前任布什政府国家安全策略的又一重大调整,此举体现了奥巴马“巧实力”的外交策略。它不仅使美国及其盟友具备了更有效和更强大的防御能力,缓解了与俄罗斯在此问题上逐渐激化的矛盾,也力图有效遏制伊朗。9月23日俄总统梅德韦杰夫在与奥巴马会晤后表示,可能支持对伊朗实施新的制裁措施,以使该国暂停核计划,当是对美外交政策调整的回报。
On September 17, Obama announced that the United States has given up its plan to deploy a missile defense system in Eastern Europe and has instead redesigned and configured the European anti-missile system in response to the potential threat of Iranian missiles. As another major readjustment of the national security strategy of the former Bush administration, the move reflects Obama’s “smart power” diplomatic strategy. Not only has it enabled the United States and its allies to have a more effective and powerful defense capability, it has eased the contradictions with Russia gradually intensifying on this issue and also tried to effectively contain Iran. September 23 Russian President Dmitry Medvedev met with Obama said that it may support the implementation of new sanctions against Iran to make the country suspend its nuclear program, when the diplomatic policy adjustments in the United States in return.
