我国社会保障体系架构雏形已现,但尚处于刚刚起步阶段社会保障体系建设是党中央国务院一直以来十分关注的重要问题,“加快建立覆盖城乡居民的社会保障体系”是党的十七大报告中提出的重大战略方针。当前,我国覆盖城乡居民的社会保障体系建设已取得显著成效,但由于仍处于刚刚起步阶段,在推进过程中仍面临诸多新问题、新挑战和新困难。
