国有企业转换经营机制,建立现代企业制度,已引起社会经济生活各个领域发生深刻变化;也给企业民主管理工作带来新的情况、新的问题。致使一些企业顾此失彼,乱了手脚,失了阵地。主要表现是: 1.思想认识未能达到应有的高度,民主管理观念趋于淡化:一是强化行政管理,弱化民主管理。二是重视企业管理,忽视民主管理。三是把民主管理活动等同于工会日常活动。 2.运行机制有较明显缺陷,民主管理一般化。具体表现为“三多三少”:
