阐述了移民社区发展的涵义；指出了移民社区重建与发展的内在矛盾；提出了移民社区发展的评估指标体系。指标体系的设计原则为：目的性、层次性、主观与客观相结合性和可行性，建立指标体系应考虑的因素有：经济因素，社会因素，环境因素和管理因素。
Expounds the meaning of the development of immigrant community, points out the inner contradiction between the reconstruction and development of the immigrant community, and puts forward the evaluation index system of immigrant community development. The design principles of the index system are: purpose, level, combination of subjective and objective, and feasibility. Factors that should be considered in establishing index system are: economic factors, social factors, environmental factors and management factors.
