由上海定点帮扶云南,加快云南的脱贫步伐,这是在1996年9月召开的全国扶贫工作会议上国务院作出的决定。这一决定,得到了两地的积极响应。两地负责人之间频繁互访、实地考察,谈项目、定协议、组织资金,这种争分夺秒、雷厉风行的工作作风,令人们看到了联手发展、脱贫致富的希望。他们不贪多、不图大、不强求,项目成熟一个、实施一个、巩固一个,逐步推进的务实态度;顺应市场经济的要求,以资产、资源、市场为纽带,“互惠互利、优势互补、联动发展、共同繁荣”的帮扶思路和具体做法,对各地开拓扶贫工作的新思路有启发借鉴意义。全国对口帮扶的地区还有许多,我们期望传来更多的佳音。
Shanghai was sent to Yunnan to speed up the pace of poverty alleviation in Yunnan Province, a decision made by the State Council at the National Poverty Alleviation Work Conference held in September 1996. This decision has received positive responses from both places. The frequent exchanges of visits between heads of the two places, on-site visits, talks on projects, agreements and organization of funds have given people a chance to work together to develop themselves and sidestep the country for prosperity. They are not over-corrupt, they do not seek big profits, they do not seek hardships, and they have one project to mature. They have to implement one and consolidate one and gradually push forward their pragmatic attitude. They conform to the requirements of a market economy and take assets, resources and markets as links. There are many other areas in the country that support each other and we expect more good news coming from.
