当前,提高各级管理干部的素质,使他们具有一定的现代科学管理知识,是改善邮电企业管理、加快邮电建设的客观需要,也是全国邮电企业广大干部的迫切愿望。提高干部素质的途径在于教育,而教育也是多层次、多类型的,有全日制教育、业余教育,也包括接受工作实践中的磨炼和自学。不久前,一位专家在报纸上发表文章说:一个人在小学阶段获得的知识,老师讲授占80%,自己学习占20%;到了中学是老师教和自己学各占一半;到大学后是自学占80%;而参加了工作则完全是自学。这个结论不一定十分准确,但说明了一个道理,即任何人不论接受哪一种形式的教育,都离不开自学,而在职学习更是这样。近几年,不少邮电企业管理干部参加了各种培训班的学习。但限于条件,能脱产、半脱产学习的毕竟是少数,所以要鼓励自学成才。
