社保体制改革的设计回顾十多年的社会保险制度改革历程,不难发现,多次出台的社会保险制度改革方案中,唯有对执行政策十分重要的经办管理体制问题,没有作出清晰的描述。国发[1995]6号文件,只提出“要实行社会保险行政管理与基金管理分开、执行机构与监督机构分设的管理体制”。国发[1998]28号文件规定“实行基本养老保险行业统筹企业的基本养老保险工作,按照先移交后调整的原则,全部移交省、区、市管理”。这种粗线条的规定,不利于形成全国统一的、科学的经办管理体制的形成。
