一、能源核算的概念【能源核算】以能源统计调查、部门业务统计、行政记录等基础资料为基础,以能源平衡模型为理论根据,对描述能源资源供给、加工转换、消费等各方面的数据进行加工、整理,通过编制能源平衡表或其他方式,最终核算能源资源供应总量和各品种资源供应量,加工转换的投入与产出量,能源消费总量、各品种消费量和终端消费量等统计指标。上述整个过程,通常称为能源核算。
