本文认为 ,国有企业产业分布过宽 ,战线过长 ,使有限的国有资本难以支撑起过于庞大的国有经济“盘子” ,因此 ,必须进行国有经济布局的战略性调整。其原则是 :( 1)坚持有进有退、有所为有所不为 ;( 2 )坚持国有经济主导作用 ;( 3 )坚持同产业结构的优化升级和所有制结构的调整完善相结合 ;( 4)坚持市场导向 This paper argues that the distribution of state-owned enterprises is too wide and the frontline is too long, which makes it difficult for limited state-owned capital to support the “plate” of state-owned economy.
