离休人员是一个特殊群体,是我们党和国家的宝贵财富,他们为新中国的创立和建设事业做出过突出贡献,理应享受较为优异的医疗保险待遇。这一特殊群体目前已普遍进入高龄期、高发病期,医药费开支较大。《国务院关于建立城镇职工基本医疗保险制度的决定》(国发[1998]44号)规定离退休人员医疗待遇不变,体现了党和政府对离休人员的关心和爱护。但是在实践中,却存在着一些困难企业离休人员医药费时有拖欠得不到保障,而同时一些机关、事业单位的少数离休人员医药费浪费严重的现象。怎样解决这一特殊群体中的“苦乐不均”现象?山东省临沐县的离休人员医疗费用统筹办法,在这方面进行了有益的尝试。
