新特色是图书馆繁荣与发展的契机。纵观全国各类图书馆,办得好的都有自己的藏书特点和服务特色。大连市馆以藏明清小说资料为特色;重庆市馆以藏民国时期的出版物而闻名;深圳市馆以藏港澳台报刊吸引大量的读者。就北京而言,作为国家图书馆的北图,其藏书以善本古籍最著名,方志最多,年鉴最全,外文书报刊最丰富。有特色才能生存,如广州图书馆的成功经验是在照顾到普通读者借阅需要的前提下,重点保证采购与广州市政治、经济、文化有关的文献,先后与日本福冈、法国里昂、美国洛杉矶、新西兰奥克兰等地的图书馆开展了互赠。如日本福冈赠送的400册文献,折合人民币10万元。广州图书馆还把440个座位的客车改成容纳4000余册图书的汽车流动图书馆,年接待读者10万人次。北京不乏图书馆特色建设的成功经验。北京图书馆创造条件鼓励读者等多利用藏书,除珍贵的文献外,全部开架服务。部分图书馆根据自身特点,陆续建起了一些特色图书馆,如东城区的服装资料馆、崇文区的包装资料馆、海淀区的室内外装饰艺术资料馆、西城区的旅游资料馆、大兴县的农村科技图书室都是这样做的。
