收入分配结构调整是一个战略性系统工程,需要顶层设计,统筹谋划,发挥各方协同调整作用。其中,初次分配应深化改革策略,兼顾公平与效率;二次分配侧重优化策略,改善民生与服务;三次分配突出培育策略,增进幸福与和谐。通过三个层面的协同调整,构建更加公平的分配制度,促进收入分配结构的合理化,让全体人民共享改革发展的成果。
The adjustment of income distribution structure is a strategic systematic project that requires top-level design, overall planning and giving play to the role of all parties in coordinating adjustment. Among them, the initial distribution should deepen the reform strategy, taking into account fairness and efficiency; the second distribution focuses on optimization strategies to improve people’s livelihood and service; three distribution highlight nurturing strategies to enhance happiness and harmony. Through the coordinated adjustment of three levels, a more equitable distribution system should be established to promote the rationalization of the income distribution structure so that all the people can share the fruits of reform and development.
