党的十八大提出,要全面加强党的思想建设、组织建设、作风建设,这为加强司法行政机关思想作风建设指明了方向。司法行政机关作为承担人民调解、法律服务、监管改造、社会管理服务等职能的部门,肩负着思想政治上的“领导”、重大工作上的“指导”、执法办案上的“督导”和队伍建设上的“引导”责任,其自身思想作风的好坏对基层广大司法行政干警和法律服务工作者具有极其重要的影响。司法行政机关必须提高机关工作的层次和绩效,坚持在为民服务、推进作风上走前列、当模范、作表率,努力把司法行政机关建成忠诚可靠、执法为民、务实进取、公正廉洁的党委办事机关和基层领率机关。
