2015年10月,《中共中央国务院关于推进价格机制改革的若干意见》发布,明确提出要“围绕深化医药卫生体制改革目标,按照‘总量控制、结构调整、有升有降、逐步到位’原则,积极稳妥推进医疗服务价格改革,合理调整医疗服务价格”。因此,本文着重探讨医疗服务成本与价格关系,研究建立以成本和收入结构变化为基础的价格动态调整机制,以期为深化医药改革提出合理可行的政策建议。一、关于医疗服务成本与价格关系的理论观点研究
